Description of Services
IDAHO COUNTY LIGHT & POWER provides electrical distribution service to North Central Idaho. The cooperative is headquartered just east of Grangeville, Idaho on Highway 13. The co-op’s business hours are from 8 am to 5 pm Monday through Friday. Call "Your Energy Cooperative" toll free at 877-212-0424 or in Grangeville or Cottonwood call 983-1610.History
Incorporated in 1938, the cooperative’s twelve original incorporators took advantage of one of President Franklin D. Roosevelt’s "New Deal" programs to electrify the rural areas of Idaho County.
The cooperative’s first 60 homes were energized in September of 1939. Today, the cooperative serves over 3,000 homes, farms and businesses located in the mostly unincorporated areas of Idaho County and southern Lewis County. The Cooperative also serves the City of White Bird and sections of the City of Kamiah.
In 1996, in order to be more responsive to consumers’ needs and to be more flexible in a rapidly changing industry, the cooperative’s Board of Directors approved the refinancing of the co-op's debt with funds from the private sector. This ended a fifty-seven year association with the Rural Electrification Administration and its successor the Rural Utilities Service. They then set a course of creating a diversified cooperative, one that could offer additional energy services and energy related services to our region.
In July of 1997, the cooperative began offering propane service to the cooperative’s membership and to the neighboring communities of north central Idaho. As of January 1, 2003, this successful business was split-off from the cooperative into a for-profit corporation. The new corporation, “ICP, Inc.”, continues to provide propane services to North Central Idaho. ICP is a wholly owned subsidiary of the cooperative. Board of Directors
The cooperative is governed by a board of seven directors. Directors are elected by the membership at the Annual Members Meeting for three-year terms. Terms are staggered so that no more than three director positions stand for election in a single year. Directors are elected by the membership at large, but director candidates must be a member of the cooperative and must reside in the director district for which they are running.

January 2012 Manager's Message
Happy New Year! I hope your Holidays were merry and bright and that the
new year will be good for each of you and your families.
I would like to take a brief look back in review of our 73rd Annual Members
Meeting, last November. I expect that you saw the report in the Idaho
County Free Press that we responded to a rate increase from our power suppliers
with a 5% increase of our own. That went into effect January 1.
The other notable event was the retirement of Director Don Funke who had served
your board for over 52 years. Of course, when one director retires that
means we welcome a new director to the board and I would like to announce and
welcome Mr. Frank McIntire from Woodland.
We usually do a survey at the Annual Meeting and I’d like to share what the
members told us in this year’s survey.
To begin with, we discussed the limitations in locations and facilities to hold
our Annual Meeting and asked if the members would like to see the meeting held
in different locations or stay in one place. We also asked if a Thursday
meeting was preferable to a Saturday and if they wanted to stay with a luncheon
versus a shorter business meeting with only some coffee and rolls or cookies.
The answers to these questions were overwhelmingly to stay with the luncheon
format and the Thursday meetings. About 60% wanted to keep the meeting in
one location while 40% wouldn’t mind seeing it moved around. However,
the suggested locations were mostly the Greencreek Community Center and the Elks
Lodge. These are the only two locations that can accommodate a luncheon
meeting for us on our traditional first Thursday of November.
When asked about supporting the 4-H programs through small cash awards for every
ribbon earned versus spending the same money to purchase four animals between
the Idaho and Lewis County livestock sales, the large majority supported the
money to all ribbon winners. However,
those that supported the livestock sales were vocal about it and added their
comments to the survey.
By the way, we did donate a little over $3,600 to support the 4-H’ers this
past summer. We sent
out checks to 232 members for a total of 660 ribbons.
We paid a high of $12 for each “Best of Show” down to $2 for white or
Clover ribbons. The
average check was a little over $15
The largest was $174 to Jayde Wilson for twenty-four projects earning
ribbons, five of which were for Best of Show!
Congratulations Jayde.
We also asked how many members have visited our website, www.iclp.coop,
and if they use the site to check on their bills or make payments. Out of
136 members taking the time to fill out the survey only 18 indicated they have
even visited the website. All 18 that did, also had used it to pay their
bill online. So, clearly we need to do a better job of educating the
members on the advantages and services that are available to you online.
I think I will dedicate next month’s manager letter to that subject. In
the meantime, the Board and I would love to hear from any of you that have
comments regarding any of these issues or other issues that come to your mind.
